"Defacing Currency" is defined as modifying or marking the bill whereby rendering it unfit for circulation...
therefore, just writing on the bill itself is OK.

yeah, Ive seen that website before, its pretty interesting.
I was just playin around a bout writing on our dollar bills, it just something Ive always wanted to do.
